larchanka 0e8538569e P10-02: Silence intermediate system messages in Telegram 
- Remove 'Task created' confirmation messages from telegram-adapter.ts
- Add 'silent' parameter to TelegramSendPayload interface
- Update sendToTelegram to support silent flag
- Update telegram-adapter to skip silent messages
- Keep critical errors and final task results visible
- Keep archiving completion messages (final results of /new command)
