Current AgentLoop unconditionally observes into the process-global default PocketPaw soul, so cloud chats with specific agents evolve the wrong soul. Spec now routes soul observe + self-eval to the target agent's SoulManager via AgentPool and gates the global observe behind a per-run flag (default off in OSS).
